Why will a PDF not open from WhatsApp?

In most cases the file is intact and the problem is either how it reached you or the device trying to open it. In order from most to least common: there is no app on your phone registered to open PDFs, the download did not finish, the file is not really a PDF despite its name, the file is password-protected, or, last, its structure is genuinely damaged. That order saves you time, because the first four are solved on your own device in about a minute and need no tool at all, while only the last one calls for rebuilding the file. The fastest check that separates all of them: open the same file on another device or in another app. If it opens there, the problem is your device. If it refuses everywhere, the problem is the file.

By far the most common: no PDF reader on the device

On Android in particular there may be no app registered to handle the PDF format at all, so you get a line saying no app can open this file, or something flashes open and closes again. That is not damage of any kind. The fix is to download the file from WhatsApp first, then open your Files app, find it, choose Open with, and pick your browser or any document reader you have. On most modern phones the browser alone is enough and nothing needs installing. The half-finished download, and the attachment the server no longer has

WhatsApp only downloads an attachment when you ask it to, and if the network drops mid-transfer or your storage fills up you are left with a partial file that carries the right name and the wrong size, and no reader will open it. The check is simple: compare the size of the file on your device with the size shown in the chat. The fix is to delete the partial copy and download it again on a stable connection after freeing some space. There is a neighbouring case that confuses people: if a message has been sitting for a long time and you never downloaded its attachment, the server copy may no longer be available and the download will keep failing however many times you retry. It is not a PDF despite its name, or you were sent photos

A name ending in .pdf does not make a file one.
